What will mean extract in the same place..."? Is that the directory, where
bin/ where the gapw95.exe is?

You should extract wbin4r3n1.zoo from the bugfixes directory
in the gap4r3 directory (the one containing
subdirectories bin lib src pkg etc.) just as you do fix4r3n1.zoo.
It will replace the file at the relative pathname bin\gapw95.exe.
